Organization
We evaluate the organization’s mission, strategic objectives, operational requirements, policies, resources, workforce conditions, and external demands. This establishes what the organization needs its people to accomplish.
Start a ConversationTraining and Course Design
Waypoint helps public safety agencies build mission-driven training that produces meaningful learning, operational capability, and measurable results after the classroom experience ends.
Start a ConversationTraining Excellence Built for the Mission
Public safety professionals operate in environments where knowledge, judgment, and performance matter. Their training must be relevant to the mission, grounded in real operational requirements, designed around how adults learn, and capable of producing measurable results.
Courses are too often built around available content rather than verified performance requirements. Attendance and satisfaction may be measured—but learning transfer and workplace performance often are not.
Our experience also extends to maritime organizations, government agencies, businesses, and other organizations seeking to improve workforce capability and organizational performance.
Training Needs Assessment and Analysis
A structured diagnostic process used to determine whether a performance gap exists, what is causing it, and whether training is the appropriate response.
We evaluate the organization’s mission, strategic objectives, operational requirements, policies, resources, workforce conditions, and external demands. This establishes what the organization needs its people to accomplish.
We identify the knowledge, skills, abilities, behaviors, tools, and performance standards associated with the affected position, function, team, or operational discipline.
We examine current capability, prior preparation, experience, learning requirements, and the support people will need to perform successfully.
The process may include interviews, document and curriculum reviews, surveys, job and task analysis, performance-data analysis, observation, and facilitated working sessions. The result clearly defines the gap, probable causes, affected people, measures of success, and recommended course forward.
Training is not always the answer—and it is rarely the only answer.
The Waypoint Approach to Comprehensive Training Solutions
Effective training is not a single event. ACTS helps organizations develop new programs, modernize existing curricula, and establish training systems that support lasting performance.
We establish the organization’s current position through a Training Needs Assessment and Analysis. We identify mission requirements, desired outcomes, performance gaps, affected audiences, available resources, and the conditions that may help or hinder success.
When training already exists, Waypoint independently reviews the curriculum and its delivery—including learning objectives, materials, assessments, instructor practices, participant engagement, and alignment with organizational goals.
We translate verified requirements into measurable learning objectives, instructional strategies, learner activities, assessment methods, materials, job aids, and recommendations for classroom, virtual, asynchronous, hybrid, or blended delivery.
Working with leaders, subject-matter experts, instructors, and stakeholders, we build the course materials and supporting systems needed to turn the design into a complete training solution.
Waypoint can help prepare instructors, pilot the course, manage initial delivery, collect feedback, and make adjustments before broader implementation.
We help determine whether participants learned, whether they applied what they learned, and whether the training improved individual and organizational performance—then use those findings to strengthen the system.
Taking Training from Good to Great
A research-based instructor advancement program for public safety trainers, government and military instructors, corporate and nonprofit trainers, facilitators, and subject-matter experts moving into instructional roles.
Teaching that sticks. Learning that lasts.

How adults learn, why they choose to learn, how knowledge is retained, and how instructors can respond to differences in experience, preferences, and generations.
The competencies, communication skills, mindset, and facilitation practices that distinguish effective instructors from people who merely deliver information.
Practical strategies involving engagement, storytelling, questioning, gamification, multimodal learning, technology, virtual instruction, and higher-order thinking.
Methods for affirming learning, conducting meaningful knowledge checks, evaluating performance, responding to classroom challenges, and improving instruction while it is happening.
The changing future of adult learning, the responsibilities of the modern instructor, and the development of a culture in which learning becomes part of everyday performance.
The program includes practical application, instructor coaching, peer feedback, and teachback sessions. Delivery may be in person, virtual instructor-led, asynchronous, or through a hybrid cohort experience.
Discuss the programComprehensive Exercise Programs
Training develops knowledge and skills. Exercises determine whether people, plans, procedures, equipment, communications, and partner organizations can work together when conditions become complex.
Exercises should test plans and capabilities—not punish people for exposing weaknesses. The real value is not the exercise itself. It is the improvement that follows.

Experience Behind the Approach
Waypoint Consultants is a new company, but the experience behind its training services has been developed across decades of public safety, maritime, governmental, and organizational leadership.

A national accreditation system for maritime boat-operations training programs, instructors, and agencies
Training developed for an organization of approximately 40,000 personnel
A waterborne-response-team model for the State of Florida and the world’s largest wildlife law-enforcement agency
A comprehensive exercise program implemented in ports across the country
Instructor-development, operational-readiness, maritime-security, emergency-response, and leadership programs for local, state, federal, military, and private-sector audiences
How Waypoint Can Help
Each engagement is shaped around the client’s current position, available resources, performance requirement, and intended destination.
